I I I I I I I I I I I I I I I I I City Engineer Jankowski stated that it was initially proposed to extend sewer and water to the site and bring it back down the frontage road. Mr. Al Kempf raised objection to that extension due to the impact it woul~ cause to his property and to his neighbors. He reported meeting with Mr. Kempf and a coup!e of his neighbors. Mr. Kempf attempted to notify neighbors further south of the frontage road.; They were not opposed to having sewer and water extended. Mr. Kempf indicated he did no.t wish to stand in their way but suggested an alternative route. Once sewer and water is extended north to 162nd Street, it would go along I52nd and proceed up along the rear lines of the property. It would basically serve the same functions and would be maybe at a lesser cost. When asked aboutithe costs of that alternative, Mr. Jankowski explained there would be the SAC, WAC, and trunk f~es. There would be the cost of physically getting the pipe up to the residences, plus meters, plumbing, etc. Upon inquiry if it would be about $4,000 per neighbor, Mr. Jankowski repliedyes. Councilmember Zimmerman had a problem with the owner not dedicating 66 feet of right-of-way on Highway #47 like all the other developers have been doing. He wanted to see all developers treated the same. Mr. Jankowsld responded that the developer will dedicate that 27 feet and asked to be paid for that additional 10 feet. ! It would not change. He's asking his transportation fee be credited for that I0 feet. Councilmember Zimmerman stated that's been our policy is that everyone donate their fair share of the right-of-way. Blaine Edmundsot!, Developer, stated the difference is he does not know what will happen with the impact fee. Tl~Ss has not been approached by other developers before us. It's a transportation impact fee, He asked what's pan of the impact fee - how it all comes together. He felt this could be worked out in the developers agreement but would like to discuss it further. He did not have a problem with the ~:0 feet but wanted to see what would happen with the impact fee. Councilmember Zimmerman questioned the drainage. Mr. Jankowski replied it drains over what will be Germanium Street It drains to the north to a pond on the comr~ ouflot and the overflow will be brought back down to the south and be discharged into th~ highway ditch and get back to the wetland. We will need to provide an outlet for this wetland ini 1996. Councilmember Zimmerman inquired who would be financing this outlet. Mr. Jankowski anticipated storm water improvements will be funded jointly by the drainage districts and by de~telopment. Councilmember ~rnmerman inquired of the cost to which Mr. Jankowski thought between $50,000 and $100,000. A lengthy discussion ensued about the wetland outlets. The outlet system would have benefit, however, we are developing more so part of the developer's responsibility is joint funding. Motion by Counci,lrnember Peterson and seconded by Councilmember Beahen to grant preliminary plat approval to the Brandseth plan dated January 19, 1996, contingent upon compliance with the January 30, 1996 City Staff Review Letter.
