I <br />I <br />I <br /> <br />4) <br /> <br />Contract Amendments for Ramsey Comprehensive <br />(Transportation and Land Use Elements) <br /> <br />Plan Updates <br /> <br />Finance <br />under a <br />Finance <br /> <br />Officer Hart reported that two firms employed to prepare the comprehensive plan updates, <br />not-to-ex.eeed contract, have both requested an amendment to the contract amount. The <br />Committee reviewed this and determined that a not-to-exceed contract means exactly that. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to deny the contract extension on <br />the BRW and RLK contracts and that staff should write a letter explaining the reason for this <br />denial. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson and <br />Zimmerman. Voring No: None. <br /> <br />5) 1996 Spring Events <br /> <br />Finance Officer Hart summarized the planning thus far of the 1996 spring events. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to authorize staff to <br />f'malize scheduling of the four annual spring events as detailed in this case and to proceed with <br />plans for these events. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution/096-03-064 proclaiming May 4, 1996 as "Arbor Day" and the month of May as "Arbor <br />Month". <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and <br />Peterson. VotingNo: None. <br /> <br />6) Approve Solstice and Lake Itasca Park Budgets <br /> <br />Finance Officer Hart summarized the improvements planned for Solstice and Lake Itasca Parks and <br />the budgets for tho improvements. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to authorize the <br />project amendment to the Solstice Park development budget not to exceed $9,000 and also the <br />project amendment to the Itasca development budget in an amount not to exceed $57,000 and direct <br />staff to advertise for bids to complete the Okapi trail head parking and Itasca Park trail <br />improvements. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Peterson, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />MAYOR/COUNCIL INPUT <br /> <br />1) Roll Call Vote <br /> <br />City AdministratorSchroeder stated that Council can waive the reading of an ordinance and order <br />the adoption with one vote.. If a roll call vote is requested, there could be a rotated order, or the <br />Mayor could be called on first and the rest could be in alphabetical order, or it could all be done in <br />alphabetical order.
