Properties is seeking site plan review to develop a 13,680 square foot retail <br />center on Lot 1, Block 1, Riverview Estates, which is located in the southwest quadrant of <br />the intersection of T.H. 4/10 and Sunfish Lake Blvd. Miller Arcl'fitects & Builders has been <br />retained by L.A.N.D. Properties to prepare the site plan. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated May 29, 1996 <br />Proposed Development Permit <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to a public hearing. However, this particular site <br />plan also requires a variance to impervious surface coverage and the neighboring residential <br />properties are cognizant of the proposed development by notice of that public hearing. <br /> <br />Observations: <br /> <br />Access to tho center is proposed from Riverdale Drive N.W. and Sunfish Lake Blvd. N.W. <br />in addition to a right-in/fight-out only from T.H. #10. The City. Engineer recommends <br />against the Hwy. #10 access as direct access is not consistent with the high mobility <br />functional classification of this highway. The plan has been forwarded to Mn/DOT for <br />review and comment. The Planning Commission met on June' 4 and deferred the decision <br />on the Hwy. #10 access to Mn/DOT, except that if Mn/DOT approves both a right-in and a <br />right-out, the City should only allow a right-in. <br /> <br />The site plan submitted complies with City Code requirements for structure setbacks and <br />number and design of off-street parking spaces. <br /> <br />The subject property is in the Mississippi River Critical Overlay Disu'ict which restricts <br />impervious surface (structures and pavement) to 30% of the lot area. The ultimate <br />impervious surface proposed on the site is 77%. Accordingly, the developer applied for a <br />variance which was approved by the Board of Adjustment on June 4 contingent upon DNR <br />certification of same. The applicant has been instructed to develop a drainage plan to <br />satisfy the requirements for DNR certification of the variance, and permitting from the <br />Lower Rum River Management Organization. <br /> <br />City Code requires screening between the commercial development and the residential uses <br />on the south side of Riverdale. The site plan proposes a 5 foot berm established with <br />unidentified plantings. The applicant has agreed to provide more detail on the site plan to <br />identify the size and species of the plantings and to bring some greenery into the large <br />spances of parking lot. <br /> <br /> <br />
