Box 1228 <br />St. Cloud, Mn 56302 <br /> <br />Re: <br /> <br />Site Plan Review; Retail Center <br />Lot 1, Block 1, Riverview Estates <br /> <br />Dear Craig: <br /> <br />We have received the proposed site plan for the development of a retail facility on Lot 1, <br />Block 1, Riverview Estates. The site plan consists of one sheet dated April 26, 1996, <br />prepared by Miller Architects & Builders. We are also in receipt of a Boundary & <br />Topography Survey prepared by Kemper & Associates, Inc., dated March 15, 1996; and <br />Exterior Elevations and Floor Plan dated April 26, 1996, prepared by Miller Architects & <br />Builders. We offer the following comments: <br /> <br />General: The site plan proposes the development of a 13,680 square foot retail facility <br />with future expansions identified at I3,680 square feet and 9,230 square feet each. <br /> <br />Zoning: The subject property is zoned B-3 Highway Business for which enclosed retail is <br />a permitted use. <br /> <br />Access: The one access onto Sunfish Lake Blvd. N.W. and the two accesses onto <br />Riverdale Drive N.W. are acceptable. The site plan also proposes a right-in/right-out only <br />onto T.H. #10, which Staff does not find acceptable. The site plan has been forwarded to <br />Mn/DOT for review and comment. <br /> <br />Lot Coverage: Structure coverage in the B-3 Highway Business District is restricted to <br />35% of the lot. The area of the site is 216,258 square feet; the total-square footage of the <br />currently proposed structure and the two future additions is 36,590 square feet, which is in <br />complianco with the 75,690 square foot structure coverage restriction. Apparently, there is <br />a possibility that additional smacture space may be developed in the northeast comer of the <br />site also as computations for this area were added into the total impepAous surface <br />calculations shown on the site plan, Even if this entire area identified as Outlot A were <br />developed with structure, the site would still be in compliance with the structure coverage <br />restriction. <br /> <br />However, the subject property is also in the Mississippi River Critical Overlay District <br />where lot coverage is restricted to 30% of the lot area and is defined as including <br />impervious surfaces in addition to structures. The site plan proposal reflects a 77% lot <br />coverage for structures and impervious surfaces. A variance to the 30% lot coverage <br />restriction has been applied for. <br /> <br /> <br />
