I <br />I <br /> <br /> I <br /> I <br /> I <br /> <br />I <br /> <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />Case <br /> <br />ACQUISITION OF DRAINAGE AND UTILITY EASEMENTS <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Sewer and water mains will need to be extended to service both the Brandseth subdivision and the <br />City Hall complex which includes the new police building. You may recall that initially it was <br />proposed that the utilities be extended northward along the west frontage road along T.H. //47 to <br />the southeast comer of the Branseth subdivision. <br /> <br />This extension would have required the acquisition of an easement from the Kempf property. The <br />Kempfs, however, expressed concern over this route as it would require significant consa'uction <br />impacts to the front of their property including the loss of mature trees which buffer their residence <br />from T.H. #47. <br /> <br />As a result of negotiations between the City and three property owners immediately west of the <br />service road, it Was agreed that a utility corridor running through the rear and side yard would be a <br />superior route for the following reasons: <br /> <br />· There are few impacts to mature trees or other significant landscaping features. <br /> <br />· Restoration costs would be significantly lower as only turf restoration would be <br /> required. <br /> <br />· The cost of utility installation would be lower as there would be shallower trench cuts <br /> and fewer existing utilities to contend with. <br /> <br />· The alternate route would provide' service to two or three additional properties at <br /> virtually no extra cost compared to the original route. <br /> <br />The neighbors are supportive of this route. <br /> <br />The chosen corridor will accommodate sanitary sewer, watermain and storm sewer within a 40 <br />foot permanent easement. A 10-foot existing easement along the west boundary of Block 1 of <br />Gorham's Addition will provide a portion of the required corridor. This leaves the acquisition of <br />easement from two property owners, (I) a 7,640 square foot easement from Al and Kathy Kempf <br />and a 4,885 square foot easement from Lawrence Ducommun. Both Kempf and Ducommun had <br />an appraisal prepared for their respective properties which value the easement at $1.26 per square <br />foot. This unit _price is higher than the City has experienced on the previous right-of-way on <br />easement acquisitions. In reviewing 14 appraisals, the City has commissioned over the last five <br />years the unit price of land ranging from as little as $0.06 per square foot to as much as $0.47 per <br />square foot. However, in checking with Anoka County, an appraisal for land acquired for the <br />Round Lake Boulevard expansion was $I.00 per square foot. <br /> <br />Both property owners have verbally agreed to grant the easement for $1.00 per square foot plus the <br />costs of two appraisals totaling $790. If accepted, the total cost of both easements would be <br />$13,315. Funding for the easements would be obtained from the City's Sewer and Water Trunk <br />funds. <br /> <br />3'93 <br /> <br /> <br />
