The site is located on the north side of the railroad tracks.
The proposed expansion meets City Code requirements for lot coverage, setbacks, and number of
off-street parking spaces. The site plan issued in 1991 for the initial consm~ction of the facility
waived the 50% other than metal requirement for exterior finish. In accordance with the previously
approved site plan, the lower half of the front wall of the expansion will have horizontal vinyl
siding and brick molding applied to it; the remaining walls will be fibbed metal panels. When the
original building was constructed, the City also waived the requirement for curbing the perimeter
of bituminous behind the building but required that pavement be finished with B-612 curbing from
the front of the building to the street. To date, the curbing has not be installed. Staff recommends
that the current site plan be modified to include curbing the perimeter of all bituminous from the
front of the building to the street. The site plan approved in 1991 also proposed to establish some
plantings, and it doesn't appear that those trees have been established on the site or, if they were,
they have not survived. Staff visited the site on February 20, and it's apparent that even with the
building expansion bringing more of the site operations indoors, some substantial screening is
necessary to screen outside operations from public view at 142nd Avenue, Ramsey Boulevard, and

Planning Commission/April 2, 1996

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I,
I

I
I
