I <br /> <br />CASE <br /> <br />I <br />! <br />I. <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO GRADE AND EXPORT <br /> : SOILS; CASE OF GOOD VALUE HOMES, INC. <br /> By: Zoning Administrator Sylvia Frolik & City Engineer Steve Jankowski <br /> <br />Background: <br /> <br />The City received an application from Good Value Homes, Inc. to grade and export softs from that <br />area proposed :to be platted as Pondview. Pondview consists of 85 acres proposed to be <br />subdivided into 130 single family lots. <br /> <br />The following i[ems are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />-Grading Plan <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Notification: <br /> <br />Conditional Uso Permits are required to be subjected to public hearings with all properties within <br />350 feet being notified of the public hearing. In this case, Staff attempted to notify all property <br />owners within 400 feet of the subject property of the public hearing conducted by the Planning <br />Commission on April 2. The Anoka County Highway Department was notified of the conditional <br />use permit application along with the proposed plat of Pondview. The County has made no <br />response specific to the conditional use permit but has provided input as to the appropriate <br />locations for accesses onto County Road #116. <br /> <br />Observations: <br /> <br />The grading pla0 approved along with the preliminary plat for Pondview will require exporting <br />approximately 1~0,000 yards of material from the site. City Code does not require a special permit <br />for grading operltions associated with an approved plat, unless the operations involve exporting <br />soils from the site. There are three haul road access points proposed: two on County Road #1 I6 <br />and one on 149thlAvenue. <br /> <br />The Applicant ha~ indicated that the grading operation could take 12 months to complete.
