CASE # <br /> <br /> RI~QUEST FOR PRELIMINARY PLAT APPROVAL OF <br />BUSINESS PARK 95 2ND ADDITION; CASE OF CITY OF RAMSEY <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The City of Ram~ey is in the process of f'mal platting the remainder of the original Business Park <br />95 Addition in ad~tion to some recently acquired property to the east. The area to be platted is <br />approximately 65.5 acres in size and is proposed to be subdivided into 6 industrial lots for <br />development, 3 oOflots for future development, 1 outlot (B) for drainage and utility, and 1 outlot <br />for possible futurd extension of McKinley Street to the Cityls eastern boundary. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Sit~ location map <br />Proposed preliminary plat <br />City Staff review letter dated March '29 ,1996 <br /> <br />Observations: <br /> <br />All of the lots me~t the one acre minimum area requirement. All lots except Lot 2, Block 2, meet <br />the 200 foot of fr~}ntage on a public road requirement. Lot 2, Block 2, is currently occupied by <br />Bjorldund Ready Mix and under the subdivision proposed, would become landlocked. The intent <br />severing the Bjor~und parcel from direct access onto Uranium by the creation of Ouflot B is to <br />ensure the protection of a valuable grove of trees adjacent to Uranium Street. In exchange, the City <br />would grant the B, jorklund parcel a perpetual easement for access to Uranium Street purposes <br />across Lot 3 to th, south <br /> <br />All lots, except Lot 2, Block 2, will receive public access from McKinley, Uranium, or Industry <br />Avenue. McKinlOy Street is being constructed by the City with tax increment financing revenues <br />to promote econon~i. 'c development activities. <br /> <br />A grading and drainage plan will be required with site plan applications as each individual lot is <br />developed. <br /> <br />The plat will be eeviewed by the Park Commission at their regular meeting in April for park <br />dedication requirements. <br /> <br />The Planning Commission conducted a public hearing on April 2, 1996 and there were no <br />significant comments submitted at the hearing. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommends preliminary plat approval. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny the preliminary plat for Business Park 95 2nd Addition. <br /> <br />Review Checklist: <br /> <br />CC: 4/9/96 <br /> <br />City Administrator <br />City Engineer <br />Economic Development Coordinator <br /> <br /> <br />
