Goodrich, City Attorney~ <br />Charter Amendment Proceedings <br />March 8, 1996 <br /> <br />You have asked for my legal opinion on the relationship of the City <br />Charger mn~ State Statutes in respect to Charter amendment <br />proceedings1 <br /> <br />You are advised that the Minnesota Constitution and State Statutes <br />are the exclusive means by which the Charter may be amended, not- <br />withstandin~ any language in the Charter to the contrary. <br />Therefore, M.S. 410.12 provides the exclusive means by which our <br />city Charte~ may be amended.
