A POLICY FOR THE DETERMINATION AND UTILIZATION
OF THE TRANSPORTATION IMPACT FEE

Introduction: The City of Ramsey has adopted legislation creating the establishment of a
transportation impact fee which is to be collected upon subdivisions platting and issuance of
building permits. The purpose of the fee is to establish a funding source for addressing the
financial impacts caused by development to the arterial and collector road system. The purpose of
this policy is to define how the transportation impact fee amount is determined and what
transportation improvements shall be eligible'for funding from the revenues derived from the
transportation impact fee.

Determination of Impact Fee: It is the intent of this policy that the revenue generated from
this fee bear a close relationship to the cost of the transportation impacts caused by development. It
is also the intent of this policy that the impact fee bear a close relationship to trip generation rate of
individual land uses. An analysis of transportation costs and traffic projections shall be prepared
periodically. This analysis shall be used to set the transportation impact fee.

_Use of Transportation Imnact Fee Fund: The transportation impact fee fund shall be used
to fund only those transportation improvements on State and County highways located within the
City and on City roadways designated as MSA or collector thoroughfares. In addition, the
fundable improvement must be primarily needed because of additional traffic generated by
development. Maintenance projects or reconstruction projects not primarily related to the need for
additional capacity would not be eligible for funding from this source. Specific transportation
elements which would be eligible for transportation impact fee funding would include:

Construction of non-existent MSA and collector streets

Acquisition of fight-of-way necessary for the construction of non-existent MSA or collector
City streets. Also the acquisition of additional right-of-way along State and County
roadways where current right-of-way is non-existent or insufficient.

The signalization of arterial and collector intersections

The construction of on-road trails identified on the City's park and trail plan. Eligible trails
shall only be those along State, County, City MSA or collector thoroughfare which provide
safe pedestrian travel separated from the roadway. While the trail need not be wholly
contained within the right-of-way, it must be sufficiently parallel with the roadway to direct
the majority of pedestrian traffic from the roadway.

Final determination of the eligibility of a project or a transportation element for credit by a
development shall be made by the City Council.

/jmt
@Jo/Policies
