The purpose of <br />this report is to j.~sfify an equitable fee to be charged to new developments which will be adequate <br />to generate sufficient revenues to address the impacts caused by that development. I have <br />attempted to do ~this by fa'st identifying the costs associated with the development, and secondly <br />identifying the :ax4aount of development associated with the impact. Once both of these quantifies <br />are established, the resultant ratio, or impact fee rate, is defined. <br /> <br />Determination of Develonment Costs <br /> <br />It is anticipated flaat the following costs associated with elements of the City's trunk uansportation <br />system will be caused by future development. <br /> <br />a) The City's COllator street system south of 153rd/155th Avenue. This cost is derived from the <br /> MSA needs reports which are utilized to determine the City's annual MSA allotment based on <br /> system needS. It represents the estimate of the total cost including engineering and overhead, <br /> but exclusive of right-of-way cost to construct non-existing collector sa'eets and bring existing <br /> streets up to idesired standards. This amount represents only the City's MSA roads and does <br /> not include iinprovements on county and state roadways in this developing area. <br /> <br />$6,960,000 <br /> <br />b) The costs of~,ht-of-wav for non-existent collector roadwav south of 153/155. Currently 9.74 <br /> miles of ro~ay right-bf-way need to be acquired for nrin-existent, planned collector roads <br /> south of 153~d/155th Avenue. The right-of-way is valued at $10,000 per acre. <br /> <br />$ 945,000 <br /> <br />c) <br /> <br />The signaliz4ti0n of 14 intersections on city, state and county roads. All of these intersections <br />are south of 153rd/155th Avenue with the exception of T.H. #47 and 167th Avenue. Only the <br />City's sharerof the signalization cost has been included. City, County and State share in <br />signalization:costs based upon the number of intersection legs. The cost of each signalization <br />was estimat~ to be $150,000. <br /> <br />$1,173,500 <br /> <br />d) <br /> <br />The on-road~tmil sy~[¢m south of 153rd/155¢ Avenue. This is the cost of providing safe <br />pedestrian argl bicycle travel along major arterial and collector roadways. A total of 28 miles of <br />on-road trail ~e identified on the City's most recent Park and Trail Plan. A total of 27 miles <br />need to be COnstructed at an estimated cost of $15 per foot. <br /> <br />$2,138,400 <br /> <br />e) <br /> <br />The cost of T,,H, g47 improvements. While problems currently exist along T.H. #47, a major <br />traffic corridor in the city, these problems will increase with traffic growth. Although the State <br />has the primary responsibility for the upgrading of T.H. #47, it is apparent that shrinking state <br />transportation dollars will require City participation ff improvements are to keep pace with the <br />rapid traffic increases which are currently being experienced.
