Recommendation:

Given the current difficulty in filling vacancies on most commissions, term limits don't
make sense at this time. Requiring incumbents to reapply when their terms expire would
serve the same purpose of infusing new blood as appropriate, and as needed. To prevent
misunderstandings with the commissions, the City Council should make it clear that final
appointments are made on the basis of' the overall composition of the commission, as well
as on the merits of the individuals applying.

Serving on More Than One Commission

Ideally, City commissions should involve as many citizens as possible. If individuals
serve on more than one commission simultaneously, they fill a spot that could be filled
by an additional citizen. Realistically, this has not been a problem because we have a
dearth of applicants for most commissions. Recognizing the amount of time and energy
it takes to serve on most commissions, dual service may be difficult for most people to
give without overextending themselves or slighting the work of one or both commissions
they serve.

Recommendation:

Individuals should not be allowed to serve on more than one commission simultaneously.
In order to make this policy practical, the City must improve its recruitment of qualified
candidates for commissions. The Administrative Services Manager should work with the
City Council and the commissions to develop a more aggressive approach to publicizing
openings and stimulating interest in serving on City commissions.

General Comments

We need to improve the flow of information between the City Council and the
commissions in both directions. The commissions need to understand the Council's
expectations and priorities before problems develop. The Council needs to understand
the commissions' decision making processes and concerns in order to give guidance and
feel comfortable with results. It is easier for this type of information exchange to occur
when people are calm and there are no contested issues on the table. We should seek out
opportunities to build understanding and an appreciation of the partnership aspects of the
Council/commission relationship.

I

I

I

I

I
!

I
I
I
