Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION 96-04- <br /> <br />RESOLUTION DECLARING CONDITIONS OF AMENDED CONDITIONAL USE <br />PERMIT FOR AN ALUMINUM PROCESSING PLANT <br /> <br /> WHEREAS, the Ramsey City Council issued a conditional use pennit to Alloy Recovery <br />Company on April 23, 1991, to establish and operate an aluminum processing plant in the Business <br />Warehouse District on the property generally known as 7060 142nd Avenue N.W. and legally <br />described as Lot 2, Block 1, Gateway North Industrial Park Plat 1; and <br /> <br /> WHEREAS, on February 7, 1996, the City of Ramsey received an application from Alloy <br />Recovery Company to expand the principal structure for the aluminum processing facility by 9,000 <br />square feet; and <br /> <br /> WHEREAS, the Ramsey City Council adopted Resolution g96-04- ., adopting Findings <br />of Fact # for the enlargement of an aluminum processing facility use and herein approves the <br />issuance of an amended Conditional Use Permit for the facility subject to the following conditions. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />This permit is issued pursuant to Section 9.03.04 of the Ramsey City Code. The conditions of this <br />permit are as follows: <br /> <br />Term. This permit shall remain in effect so long as the conditions imposed herein are <br />complied with. <br /> <br />.Noise. Noises emanating from the site and operations shall be in compliance with and <br />regulated by the State of Minnesota Pollution Control Standards, Minnesota Rules 7010.0010 <br />to 7010.0080, as amended except as modified herein by City performance requirements. <br /> <br />DusgA,~/Parficulates. The emission of dust, as-b or other particulate matter shall be in <br />compliance with and regulated by the State of Minnesota Pollution Control Standards, <br />Minnesota Rules 7005.0010 - 7005.0080, 7005.2770 subp. 2.A., and 40 CFR Part 50 as <br />amended except as modified herein by City performance requirements. <br /> <br />Odor. The emission of odor from the operation shall be in compliance with and regulated by <br />the State of Minnesota Pollution Conu'ol Standards, Minnesota Rules 7005.0920, as amended <br />except as modified herein by City performance requirements. <br /> <br />Smoke. The emission of smoke from the operation shall be in compliance with and regulated <br />by the State of Minnesota Pollution Control standards, Minnesota Regulation 7005.0480 <br />subp. 1.B., as amended except as modified herein by City performance requirements. <br /> <br />Furnace Emissions and Monitoring. Emissions from the melt furnace shall comply with State <br />and Federal regulations as they exist and may be modified from time to time during the period <br />of this CUP. The Permit Holder shall be responsible for providing the City <br />with copies of all inspection reports and/or test results performed at the site <br />by any of the regulatory agencies.
