CASE # 4' <br /> <br />REQUI~ST FOR SITE PLAN REVIEW FOR AN EXPANSION TO <br /> ALLOY RECOVERY; CASE OF JON SCHWARTZMAN <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Jon Schwartzman:of Alloy Recovery Company at 7060 142nd Avenue N.W. has applied for site <br />plan approval for ~a 9,000 square foot expansion to the existing aluminum processing facility. The <br />purpose of the addition to the principal structure is to get more of the site operations indoors. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Si~ plan and building elevations <br />Ci~ Staff review letter dated February 21, 1996 <br />Proposed development permit <br /> <br />Notification: <br /> <br />Site plans are not required to be subjected to a public hearing. However, there is also a conditional <br />use permit amendment request relating to this case and that does require a public hearing. The <br />public hearing n ~otice of the March 4 public hearing conducted by the Planning Commission was <br />mailed as far east as the Bury & Carlson site, north to the AEC site, west to Ramsey Blvd. and <br />south to Hwy. gl0. <br /> <br />Observations: <br /> <br />Alloy Recovery is proposing an expansion to their building to get more of the site operations and <br />storage indoors.: The proposed expansion meets City Code requirements for lot coverage, <br />setbacks, and number of off-street parking spaces. <br /> <br />The site plan issued in 1991 for the initial construction of the facility waived the 50% other than <br />metal requirement for exterior finish. In accordance with the previously approved site plan, the <br />lower half of the ~ont wall of the expansion will have horizontal vinyl siding and brick molding <br />applied to it; the remaining walls will be ribbed metal panels. <br /> <br />When the original building was constructed in 1991, the City waived the requirement for curbing <br />the perimeter of Bituminous behind the building but required that pavement be finished with B-612 <br />curbing from the front of the building to the street. To date, that curbing has not been installed and <br />the applicant is willing to reinstate the curbing requirement from the front of the building to the <br />street on the site plan. <br /> <br />The site plan approved in 1991 proposed to establish some plantings in the front yard; if the <br />plantings were accomplished, they did not survive. The screening provisions under the current <br />conditional use permit are lacking, especially on the east and west ends of the site. The Planning <br />Commission has'-recommended that the applicant submit a new landscape/screening plan for <br />approval <br /> <br /> <br />
