I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />1 <br /> <br />CASE #:o~ <br /> <br />REQUEST FOR AMENDMENT TO EMERGENCY TEMPORARY <br />STRUCTURE PERMIT; CASE OF LEONARD SIMON <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On June 11, 1996, it was reported to City Council that Mr. Leonard Simon lost his home in <br />a fu'e resulting from an electrical storm in late May. Mr. Simon had applied for an <br />Emergency Temporary Structure Permit to allow his family to live in a mobile home on the <br />premises while the dwelling is being reconstructed. <br /> <br />Observations: <br /> <br />The Emergency-Temporary Structure Pcmait is issued for 90 day increments. The fu'st 90 <br />days is issued by the Building Official; a 90 day extension is subject to the approval of the <br />City AdminisRator, and each additional 90 day extension is subject to the approval of the <br />City Council. In this case, the structure was a log home and reconstruction could take <br />more than 2 years. - <br /> <br />The Applicants have requested that beyond the first two 90 day increments, the City <br />Council extengions be increased to 180 days each given the extended time frame for <br />replacement of the log home. <br /> <br />The 180 day time frames would be less cumbersome for City Staff and the Applicant, given <br />the reconstruction period in this case, without relinquishing the Council's authority to <br />review the project periodically for reasonable progress. Generally, insurance companies <br />want to bring closure to the claim as soon as possible and will be striving for a timely <br />reconstruction :project. <br /> <br />Recommendation: <br /> <br />City Staff reco~n~ approval of the request to increase the time frame on the City <br />Council extensions to the Leonard Simon Emergency Temporary Structure Permit. <br /> <br />Council Action: <br /> <br />Motion to: <br />Direct the Zoning Administrator to amend the Emergency Temporary Structure <br />Permit issued to Mr. Leonard Simon to provide for 180 day extensions from City <br />Council. <br /> <br />Review Checklist: <br />City Council: <br /> <br />Building Official <br />6/25/96 <br /> <br /> <br />
