MEMORANDUM <br /> <br />DATE: <br /> <br />June 18, 1996 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Ryan Schroeder, City Administrator <br />Jessie Hart, Finance Officer <br /> <br />CC: Park and Recreation Commission <br />FROM: Mark Boos, Parks/Utilities Supervisor <br /> <br />Parks Five Year Capital Improvement Plan (CIP) <br /> <br />At the regular May Park and Recreation Commission meeting, the Commission directed staff to <br />make certain revisions/additions to the existing Five Year CIP, to include showing $120,000 in <br />Landfill Trust Fund (LTF) interest earnings for each year. As you will recall, the existing plan <br />showed a reduction from $120,000 to $80,000 per year beginning in 1997. Subsequent to <br />preparing the above draft plan, Finance Officer Jessie Hart advised that the I995 cash flow <br />projections for the LTF were still primarily accurate, adding that the Park and Recreation <br />Commission should consider limiting their recommendations to funding amounts previously <br />identified (including TIF & Minnesota State Aid). <br /> <br />On June 13, t996, the Park and Recreation Commission conducted a public hearing on Alpine <br />Park's development and the CIP. One resident was in attendance. She stated that neighbors and <br />herself requested walking trails to and from Alpine Park, particularly if they were "nature trails". <br />The Comm/ssion noted the proposed I997 Phase I development of Alpine Park which could <br />include the above improvement. <br /> <br />The Commission was hesitant to prioritize the CIP relative to $80,000 in LTF versus $120,000 <br />LTF, feeling the "reduction" would not meet'projected residents demands for improvementsl <br />The Commission noted that the proposed (1997) $104,000 specified for the County Road #83 <br />trail may not even be enough to fund the project. <br /> <br />The Commission requested a meeting with City Council's Finance Committee to ascertain the <br />CIP funding parameters prior to a more detailed plan analysis. The Commission suggested the <br />meeting occur prior to their August regular meeting when they are schedulatto adopt a draft CIP <br />for recommendation to the Finance Committee on August 27, 1996. The Commission requested <br />the workshop-like discussion occur at a regular Finance Committee meeting or at their July 11, <br />1996 meeting at the Lake Itasca Trail Head (under construction).
