I <br />I <br />I <br />I <br />I <br />I <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a regular meeting on Tuesday, May 28, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br /> <br />Members Absent: Mayor Glen Hardin <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Walte Smith <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the regular meeting of the Personnel Committee to order at 5:39 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: AFSCME 1996-1997 Contract Ratification <br /> <br />Administrative Services Manager Waite Smith summarized the proposed AFSCME 1996-1997 <br />contract as follows: effective January 1, 1996, the contract provides for a 2% general wage <br />adjustment for each covered employee and a step increase pool of 3% to be divided among covered <br />employees according to their years of service and relationship to salary class maximums. Effective <br />January 1, 1997, each covered employee will receive a 2% general wage adjustment and a step <br />increase from a 3% pool. The contract eliminates HEO pay in exchange for adding $.55 per hour <br />to the 1996 wages of Public Works Maintenance Workers on staff as of January 1, 1996. The <br />contract provides a $22 per month increase in the City's contribution to family health care coverage <br />(making it $312 per month) effective August 1, 1996, and $22 per month increase (making it $334 <br />per month) effective August 1, 1997. The contract provides that during 1996 and 1997, the person <br />currently filling the position of Environmental Specialist will accrue vacation and sick leave <br />benefits prorated on the hours worked. Ms. Waite Smith noted that this contract costs slightly <br />more than the LEL$ package in 1996 and slightly less than the LELS package in 1997. It increases <br />the minimum pay levels within the compensation plan to 74% of class maximum. It does not <br />increase the class maximums with an average tenure of 7.53 years. This conforms quite closely <br />with Council's adopted wage policy. Staff recommends adopting the contract. She reported that <br />AFSCME ratified this contract a week ago yesterday. <br /> <br />City Administrator Schroeder explained further that this contract is more expensive than we have <br />had since 1990, in'contract costs but he felt it's a good contract. He summarized what happens by <br />eliminating HEO pay and added that this is good for the Public Works personnel, with the <br /> <br />Personnel Committee/May 28, 1996 <br /> Page 1 of 2 <br /> <br /> <br />
