A compendium of 1996 wages over $30,000 per annum for the cities of <br /> Andover, Anoka, Champlin and Elk River (and 1995 Ramsey wages above <br /> $30,000) <br />2. 1995 gross earnings for all Ramsey regular staff <br />3. COmparisons for all Ramsey exempt positions to 1995 Stanton Class Six cities <br /> (cities with populations between 10,000 and 25,000) <br />4. Exempt pay plan using AFSCME format <br /> <br />As has been the. case the past few years, I am again proposing that Council follow the same <br />format for Exempt personnel wages as was followed with AFSCME personnel. This <br />includes any changes in benefits or wage administration as occurred with AFSCME and in <br />the case of medical, LELS as well. For the employer contribution to medical, this results in <br />an increase for those choosing dependant care to $312/month effective August 1996. The <br />1995 contribution for those purchasing lessor medical coverages will remain at $291. <br /> <br />In addition to the medical increase, I am proposing the same wage package as with <br />AFSCME but with one change. Each year over the past few we have at least briefly <br />discussed the issue of wage compression within the police department. The police patrol <br />unit has been receiving somewhat better increases over the past three years than has the <br />individual in ,the Sergeant position. The enclosed chart will result in that same situation for <br />1996. The patrol unit is eligible for overtime, while the sergeant is not. The result is that <br />for 1996, it is expected that the highest wages within the pau'oI unit will be within 5% of <br />the total annual earnings for the sergeant. This is unacceptable. Therefore, I recommend, <br />in addition to the earnings found in the wage proposal, that an additional $1,153 be <br />allocated to this position (resulting in a total 4.39% increase for the year). <br /> <br />The cost of the entire wage proposal with the additional increase for the sergeant position is <br />5.3 % above 1995 levels.
