I
I
I
I
I
I
I
I

Councilmember Beyer asked that a case relating to the Old Town Hall/School be placed on
the January 23, 1996 Council agenda.

2) Closed Meeting Announcement

City Attorney Goodrich announced he will be conducting a closed attorney/client meeting
on January 23 to discuss the lawsuit of Terry Hendriksen versus the City of Ramsey. He
cautioned Council to not discuss this matter with anyone now that the lawsuit has
commenced.

3) Police Facility Update

City Administrator Schroeder handed out a memorandum updating the Council on the
Police facility construction.

4) D.A,R.E. House

City Administrator Schroeder stated that the City was approached by the State D.A.R.E.
office asking if we had an interest in constructing a D.A.R.E. house. We would be
involved in the development of the property and Ramsey D.A.R.E. Program, as well as the
Minnesota D.A.R.E., would share in the net proceeds. He disseminated some information
he obtained relating to the construction of the home. It is expected to be about a $200,000
home with two bedrooms and a two-car garage. He reported that this house will be the
premier item of display at the Home and Garden Show this year and if the City of Ramsey
chooses to participate, it will be on display as the D.A.R.E. house in Ramsey. Mr.
Schroeder continued that if we choose to participate, we would have delivery in March.
Most, but not all, of the materials will be donated. He could not really see a down-side to
the project. The up-side would be that, if all goes well, we would be able to dedicate
proceeds to the D.A.R.E. Program. He added that he has heard that vendors will wait for
payment until after the house is sold. He stated that Glyn Huff is reviewing the plans and
we should have answers to our code concerns tomorrow. He inquired what Council's
level of interest is.

Councilmember Beahen stated "it sounds intriguing" and commented on the success of the
Elk River D.A.R.E. house.

Mayor Hardin inquired about a lot.

Mr. Schroeder replied that he has some lots in mind. They will not be donated but they
will be sold to the City at cost. With regard to the construction - he stated that this type
(panel) is not a technique that anyone here is familiar with; therefore, we need to look into
that a little more.

Council appointed a task force of Councilmembers Beahen, Beyer and Zimmerman.

6 ) Elk Net

Mayor Hardin presented some internet information for the City of Ramsey and asked that
staff review it.

ADJOURNMENT

Motion by Councilmember Beahen and seconded by Councilmember Beyer to adjourn the
meeting.

City Council/January 9, 1996
