! <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />i <br /> <br />I <br />I <br />I <br />i <br />I <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a regular meeting on Tuesday, April 9, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Waite Smith <br />Police Chief Mike Auspos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the regular meeting of the Personnel Committee to order at 6:07 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: Commission Appointment Process <br /> <br />Administrative Services Manager Waite Smith reminded the Committee that she had be~n directed <br />by Council to study the process used to select members of the City's commissions, including <br />Planning, Economic Development, Park and Recreation and the Charter. The direction included <br />examining and recommending a process for interviewing applicants, the most important criteria for <br />members of various commissions, the optimum number of seats for each commission, and <br />whether someone should be allowed to serve on two commissions simultaneously. Ms. Wake <br />Smith explained that she requested information from a variety of sources. She reviewed City <br />ordinances relating to commissions and conducted interviews with the Mayor and <br />Councilmembers. She surveyed other TUG cities and received 39 replies. She also distribUted a <br />questionnaire to every person currently serving on the Planning, Economic Development, Park and <br />Recreation and Charter Commission and received 18 of a possible 30 back. She listed the <br />following recommendations: Members of 'all the City's commissions should receive a copy of her <br />report; commissions should be allowed to continue interviewing applicants, using an interview <br />process to be jointly developed by the Administrative Services Manager and the commission chairs; <br />each commission should agree on the most important qualifications for members of their <br />commissions and applicants should be compared on the basis of those qualifications; commissions <br />should remain at their current sizes; commissions should not have term limits, but when terms <br />expire, incumbents should apply for re-appointment and be interviewed, along with other <br />candidates; people should not be allowed to serve on more than one commission simultaneously <br />(this would not be retroactive); and the Administrative Services Manager should work with the City <br />Council and the commissions to improve the recruitment process for commission candidates. <br /> <br />Personnel <br /> <br />Committee/April 9, 1996 <br />Page 1 of 3 <br /> <br /> <br />
