MEMORANDUM <br /> <br />DATE: July 23, 1996 <br /> <br />TO: <br /> <br />Mayor and Councilmembers <br /> <br />FROM: <br /> <br />Steve Jankowski, City Engineer <br /> <br />RE: <br /> <br />Consultant Section IP/~)6-23 - McKinley Street Extension <br /> <br />Attached are the three proposals we received on Friday relating to the McKinley Street Extension. <br />The proposal costs are summarized below. <br /> <br />John Oliver Hakanson MSA Consulting <br />& Assoc. Anderson Engineers <br /> <br />Basic Engineering Services <br />(not-to-exceed) : 7,350 8,200 8,400 <br /> <br />Technical Services <br />(budget estimate) <br /> <br />13,000 13,900 4,900 <br /> <br />The City's request asked for a not-to-exceed maximum price for basic engineering services while <br />technical services were to be compensated on an hourly basis with an estimate for budgeting <br />purposes. The costs for Basic Engineering Services are quite close among the three proposers as <br />are the estimates for Technical Services between John Oliver and Hakanson Anderson. The <br />technical engineering services estimate from MSA was significantly lower, however, it included <br />only a $200 coordination fee for material testing services as opposed to $2,000 for the total cost for <br />those services by the other two proposers. The other significant difference was the cost of project <br />inspection. This varied from $1,700 for MSA to $6,500 for John Oliver. This item is one of the <br />most difficult to estimate since the actual construction time is largely dependent upon items beyond <br />the consultant's control, such as weather, progress and skill of the contractors. <br /> <br />Recommendation: <br /> <br />It is my recommendation that we award the engineering services contract to John Oliver and <br />Associates who submitted the lowest not-to-exceed price for Basic Engineering Services. <br /> <br />SJJ/kas <br /> <br /> <br />
