The Planning Commission rejected that. <br /> <br />City Engineer Jankowski stated that we looked at the site after a heavy rainfall. In the staff letter he <br />is recommending putting Class 5 down or there will be run-off. Under the current conditions, <br />there is no run-off-. If you do not want new Class 5 there would be little need for a drainage pond. <br />If so, a 30 x 50 pond would be needed. Some of that material could be used to build a berm. We <br />require a five foot berm. He asked if Council wants to require new Class 5 and how high should <br />the berm be. <br /> <br />Mr. Hauan stated he did not want to do all this. The lot was platted years ago and he stated he can <br />run a semi in there. He did not want to give up any area for a holding pond. A berm - it's already <br />100% better than before. There will be a nice building with pine trees on the lot. He added that he <br />has built five homes in Ramsey and the race track. He knows how to m~e things look good and <br />that he is about "priced out" now. Anything we do will improve the place, but with all these <br />recommendations, he is about to be pushed "over the edge" financially. There has been no water <br />problems in that ~trea either. He felt the bex'm request is out of line. <br /> <br />Mayor Hardin inquired if the Planning Commission recon'm'~ended a bem'~. <br /> <br />Ms. Frolik replied, yes. They recommended a berm because they went along with the holding pond <br />but not for Class 5. <br /> <br />Councilmember Peterson stated he could live with the material presently in the parking lot but he <br />would like to see some berm. He would be willing to extend Mr. Hauan's period of time to extend <br />out the cost of alllthis. Maybe a three-foot bern'~ would be adequate. He added that it's good to <br />have Mr. Hauan developing in the City again and we will work with him; however, a berm is <br />necessary. <br /> <br />Councilmember Beahen agreed that a berm should be there also. <br /> <br />Mr. Hauan stated that it would still be aesthetically pleasing without the berm He also talked about <br />the added cost to him to construct a berm. <br /> <br />Councilmember Beyer felt that it doesn't make sense to plant pine trees on that berm. Leave the <br />berm off and planet trees on the property line. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve the <br />proposed site plan for Dave's Custom Digging, with the exception of no Class 5 overlay or <br />drainage pond and that a berm of somewhat negotiable height be placed along the area and planted <br />with pine trees. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Beyer. <br />Voting No: None. Absent: CouncilmemberZimmerman. <br /> <br />Case ,05: <br /> <br />Introduce Proposed Ordinance to Amend Chapters 5 and 9 of Ramsey <br />City Code' Regarding Parking and Storing Vehicles and Equipment in <br />Residential Districts <br /> <br />Zoning Administrator Frolik stated that the most recent draft of the proposed amendments to <br />Chapters 5 and 9 regarding the parking and storing of private and commercial use vehicles and <br />equipment in the: residential districts were forwarded to the Planning Commission for a public <br />hearing on June 4, 1996.
