Commissioner Holland asked what Council was proposing. Councilrnember Beyer stated that the truck should be able to be parked on the driveway. Commissioner Terry asked if the property owner would need a conbit driveway. Councilmember Beyer clarified that any surface would be acceptable. Ms. Frolik stated that a driveway would consist of a prepared mrface such as gravel or conbit. Commissioner Holland suggested they assume that a driveway is a driveway. Commissioner Thorud asked if'the size restrictions proposed were 8 feet in height and 22 feet in length. He explained that a motorhome was no more obtrusive than a Snap-On Tool track. Councilmember Beyer stated currently the ordinance has a lot of"holes" and the registration language needs to be removed. Commissioner Deemer explained the screening of a commercial vehicle has always been a requirement, and if that criteria is met, there is no need for the registration requirements. Ms. Frolik stated the language was originally inserted to eliminate the storage of junk and vehicles for friends and relatives. Commissioner Deemer suggested commercial vehicles be removed from the registration requirement, and added that some commercial vehicles are not marked to indicate tham as commercial vehicles. Councilmember Beyer stated there should not be any mention of registration and asked how they would deal with people who lease their vehicles. Commissioner Deemer explained that a leased vehicle is registered to the ad&ess of the lease. I I I I i I I I Councilmernber Beyer introduced the issue of long-term visitors not being registered to that address. Ms. Frolik stated that there was no violation as long as the vehicle is licensed. Commissioner Deemer stated there was no reason to know if the vehicle is registered at the address. C~n Bawden suggested that Council make specific suggestions to the Commission for Proposed changes to the ordinance. Councilrnember Beyer suggested the registration language be taken out completely. Mayor Hardin explained there were still issues that needed to be looked at. He stated that language was changed to allow for the Snap-On Tool trucks, Ivfirmeg~, Sears repair tracks, etc., and the registration lang~J__,ge was changed to allow for property owner's employer address. Mayor Hardin stated more ideas were needed to resolve the screening issues. Commissioner Deemer stated that 5/finneapolis requires a permit to park commercial vehicles. Ms. Frolik stated that did not protect the residential character of the neighborhoods. Commissioner Holland suggested they stay with the issue at hand. commissioner Jensen expressed the issue of protecting neighborhoods with small lots. She stated that large vehicles in the driveway were obtrusive, dangerous, and do not belong. Commissioner Thorud explained he saw no difference between a large truck or a motorhome. Councilmember Zimmerman stated that people should be able to park whatever they wanted in their driveway. Chairperson Bawden explained the defirfition of a driveway limits the possible number of vehicles that could be parked in the driveway.
