Currently, the Police <br />Sergeant position i~ compared to Stanton Class 6, population range of 10,000 to 25,000. Positions <br />with wages over $30,000 are also compared every other year with the cities of Anoka, Elk River, <br />Andover, and Cha)mplin. City Administrator Schroeder requested approval of the 1996 wages for <br />Exempt personnel~as presented or direction for revisions. <br /> <br />Mayor Hardin questioned the result of performance evaluations and stated it is not prudent to <br />consider the pay plan until the Personnel Committee has reviewed evaluations. He inquired why <br />exempt personnel !s considered as a separate package and indicated support for getting away from <br />this philosophy and, rather, to consider salaries based on performance and not as a bargaining group. <br />Mayor Hardin also asked if the figures presented include overtime or are base salaries. <br /> <br />City Administrator Schroeder advised the table on page 315 identifies gross earnings for 1995 which <br />includes overtime ~tnd compensation. <br /> <br />Mayor Hardin asked how the figures were derived. <br /> <br />City Administrator Schroeder explained the numbers were rounded and fit well within the market and <br />wage compression discussion. <br /> <br />Mayor Hardin stated he would like to see the gross earnings without overtime so it can be better <br />compared. <br /> <br />City Administrator Schroeder stated he does not have that information available tonight but can <br />provide it to the COuncil. It was noted that overtime earned by patrol officers varies significantly, <br />from $2,000 annually for the most active officers to as low as $200 to $300 annually. <br /> <br />Councilmember Beyer stated she would also like the opportunity to review performance evaluations <br />prior to further consideration. <br /> <br />City Administrator Schroeder advised regarding the status, exempt or union, of a bargaining unit <br />employee. <br /> <br />Councilmember Beyer suggested the actual status be determined prior to considering a salary increase <br />and noted if it is not a supervisory position, it should be within the bargaining unit. <br /> <br />Mayor Hardin requested background information regarding this issue. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to table further consideration of <br />the 1996 wages for Exempt personnel to the next meeting to allow submission of base salary data and <br />performance evaluations. <br /> <br />Motion carried.
