I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
!
I
I

Case #8: Report from Personnel Committee

I) Draft Policy on Commission Appointments

Administrative Services Manager Waite Smith advised the Personnel Committee reviewed the
proposed policy for appointing members of the City's advisory boards and commissions. Changes
include the addition of an interview process and panel for interview, with a recommendation to
Council including a rationale for the appointment. The Personnel Committee suggested elimination
of Section ~4, Term Limits, with the intention that they will continue to deal with imposing term
limits. Section #5 requires that when a term expires, they would have to indicate if they intend to
seek reappointment. Another key element is that the Administrative Services Manager will be
responsible to notify members when their term is expiring.

Administrative Services Manager Waite Smith noted another new action is Section #6 which provides
availability of stipi~nds to all boards and commissions. Charter Commission appointments were
discussed with an' revision made to incorporate reference to State Statute. With regard to the
Council's intention ihat no one would serve on more than one committee, the City Council adopted
a resolution in 1989 that indicates this is the policy unless there are compelling reasons.

Administrative Services Manager Waite Smith distributed interview questions to ask first time
applicants and for those applying for reappointment. The Personnel Committee suggested adding a
question to help determine what kind of experience the applicant has that would be relevant and also
added the definition of the term "vacancies" to better clarify that a vacancy does not exist until it has
been indicated whether the member is seeking reelection. The Personnel Committee instructed staff
to make these revisions and present the revised draft at their first meeting in August. No Council
action is necessary:

2) Exempt Employees

City Administrator Schroeder advised the Personnel Committee reviewed recommendations regarding
1996 exempt wages and requested additional information on performance evaluations, computation
of base wages, not including overtime, and determination of whether one position is exempt or not.
No Council action-is necessary.

Case #9:

Request Proposals for Engineering Services for the Extension of McKinley
Street

City Administrator Schroeder advised regarding the two proposals which are likely to occur and
explained that to build a roadway project this year, the process needs to be initiated to obtain bids.
If the project does not continue as currently proposed, the project will be terminated prior to
awarding bids.

City Council/July 9, 1996
