Abseat: Mayor Hardin. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request to Rezone Certain Property from R-1 Rural Residential to R- <br />3 Urban Residential; Case of New Life Church <br /> <br />Zoning Adminisn'ator Frolik stated that the New Life Church has acquired property on the east side <br />of T.H. #47 at about 172nd Lane. They are proposing to build their new church structure on the <br />property but it is zoned R-I Rural Residential, for which churches are not a permitted use. <br />Consequently, the City has received formal application for a rezoning of the property to R-3 Urban <br />Residential, for Which churches are a pem~itted use. Ms. Frolik reported that the site is <br />approximately 11 acres in size. The property to the north, south and east is zoned R-1 Rural <br />Residential. The property on the west side of T.H. #47 is zoned Planned Unit Development. <br />Although the R-3 District is generally intended to facilitate development of higher density housing <br />in the urban distric!, the City Code does contain development standards for R-3 property without <br />City sewer and water. She continued that the Planning Commission conducted a public heating <br />and there was one ~eighboring property owner present that expressed support for the request. The <br />Commission noted~that there is another church in the single family district within one-half mile of <br />this proposed location. <br /> <br />Councilmember Beyer inquired if this is just a zoning request to which Ms. Frolik replied yes. <br /> <br />Councilmember Beyer stated she is uncomfortable acting on this request without first reading the <br />public hearing minute for public comment, but she is also concerned about the 60-day time frame. <br /> <br />City Council/July 23, 1996 <br /> Page 3 of 8 <br /> <br /> <br />
