5) Authorize Requests for Proposals for Auditing Services Motion by Councilmember Beahen and seconded by Councilmember Beyer to authorize the Finance Officer to prepare and distribute Requests for Proposals for Auditing Services, for a three- yea; commitment, beginning with the audit for fiscal 1996. Motion carried. Voting Yes: Councilmembers Beahen, Beyer, Peterson and Zimmerman. Voting No: None. Absent: Mayor Hardin. Case #5: Adopt Resolution Approving Partial Payment to Barbarossa & Sons, Inc. for Improvement Project #95-13 (Ramsey Elementary School Sanitary Sewer and Watermain Extension) Motion by Councilmember Beahen and seconded by Councilmember Peterson to adopt the resolution approving partial payment to Barbarossa & Sons, Inc. for Improvement Project ~-95~13 (Ramsey Elementary School Sanitary Sewer ,'md Watem~ain Extension). Motion failed. Voting Yes: Councilmembers Beahen and Peterson. Voting No: Councilmembers Beyer and Zimmerman. Absent: Mayor Hardin. I I I I I I I' City Administrator Schroeder stated that #7 on the consent agenda (IP #95-13) is related to #8 (present Case 85). Number 7 deals with Haubrich and this one deals with the subdivision behind it. Councihnember Beyer stated that they are opposed to Fox Knoll also. If #7 on the consent agenda included Haubrich, we should have known that. She felt they were misled. City Engineer Jankowski stated that Haubrich was created as a change order to the original project. We did not intend to mislead any one, we just kept the label of the resolution short. Councilmember Zimnqerman stated that staff has had Haubrich in the title before and that he has consistently voted against it. Mr. Schroeder inquired if their intent was to vote opposed to both items. Councilmember Beyer replied yes - anything to do with Haubrich and Fox Knoll. City Attorney Goodrich stated that the minutes could state that, by consensus, City Council is willing to state in the minutes that philosophically, Councilmembers Beyer and Zimmerman are opposed to any payments for Haubrich Addition but that you are recognizing that payment on contract needs to be made, Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to disapprove action of Item #7 of the consent agenda. Motion failed. Voting Yes: Councihnembers Beyer and Zimmem~an. Councilmembers Beahen and Peterson. Absent: Mayor Hardin. Voting No: It was noted that, in the future, anything to do with Improvement Project ,'~95-13 should list Haubrich Addition. I I' I I I I Councilmember Peterson commented that the public should know if we are "jacking" these contractors around.
