Case '7

INITIATION OF CONDEMNATION PROCEEDINGS TO ACQUIRE THE
PROPERTY IDENTIFIED AS PIN R34-32-25-11-0017
By Ryan R. Schroeder, City Administrator
James Gromberg, Economic Development Coordinator

Background:

As the Council may be aware, the City has been approached by Mate Precision Tooling
(formerly Mate Punch and Die)to assist in a 67,000 square foot expansion of their current
facility. As the discussions have proceeded, the most logicai expansion direction for the
facility is to the west with the building and to the south for a new parking area. This
expansion has been aided by the recent offering of the Hunt Property for sale allowing the
majority of the proposed expanded parking area to be acquired. The remaining needed area
for expansion is currently controlled by a different property owner. This lot (as shown on
the attached map) prevents the direct access of the parking area to the expanded facility.

As indicated by the attached letter, Mate's Agent (Ryan Companies) has made a concerted
effort to contact the owners to determine the asking price and the conditions of the sale of
the property. Due to their inability to get the required information, they are requesting that
the City begia the condemnation proceedings for the property. With the passing of
tonight's resolution, the time frame within which the property can be acquired will be set.
If Ryan ComPanies is able to gain control of the property prior to the expiration of the
waiting period, the City will not proceed with the condemnation action.

Mate has indicated that they would like to begin construction on the expansion during late
1996, and complete the addition during the first part of 1997. To remain within this
timetable requij'es the City begin the condemnation proceedings at the earliest possible date.
While the City will not have a development agreement completed on this project until
August 27, 1996, it is expected that any costs associated with this action will be reimbursed
by Mate as part of this $3 million improvement to Ramsey.

Recommendation:

City Staff recommends adoption of the resolution authorizing acquisition of the property.

Motion to adopt Resolution #96-08-[Y~ authorizing acquisition of property for abatement
of ground contitmination and blight purposes.

Reviewed By:

City Administrator
Economic Development Coordinator
City Attorney

CC: 08/13/96
