DEVELOPMENT
By: Zoning Administrator Sylvia Frolik

Background:

Rick Foster of R.F. Development has submitted a site plan for the development of a 6,765
square foot New Horizon Daycare facility between T.H. #47 and Xkimo Street at about
143rd Avenue. The following items are enclosed for your information:

a)
b)
c)
d)

Site location map
Site plan
City Staff review letter dated July 31, 1996
Proposed development permit

Notification:

Although site plans are not required to be subjected to public hearings, City Staff did
attempt to notify the residents of River's Bend 3rd and 4th Additions on the east side of
Xldmo Street of the proposed commercial development.

Observations:

The facility will have access from Xkimo Street and no direct access onto T.H. #47. The
proposed project meets City Code requirements for zoning, lot coverage, setbacks, design
and number 6f off-street parking spaces and driveways. The plan needs to be modified to
verify that the materials used in the construction of the waste enclosure will provide 100%
screening.

City Code requires exterior wall finishes to be constructed of natural or prefabricated brick
or stone or precast concrete panels, or some other materials approved by City Council. The
exterior walls of the daycare are proposed to be finished with maintenance-free siding and
brick.

City Code requires a 20 foot wide landscape area adjacent to all public roads and when a
commercial use is across the street from a residential use. It appears that this green space
requirement can be met on the T.H. #47 side if the play area is green space and not paved.
It appears that the green space along Xldmo Street is about 15 feet wide. Because of the
residences on the east side of Xldmo, Staff feels that is especially important to meet the 20
foot green space requirement along Xkimo. The developer has agreed to make adjustments
to the site plan in order to comply with the 20 foot green space requirement along Xldmo
Street'.

There were several residents of River's Bend 3rd and 4th Additions present. They
expressed concern that the daycare is being developed premature of necessary
transportation improvements in the neighborhood relating to traffic congestion at 142nd and
T.H. #47. City Engineer Jankowski indicated that the with the development of the Hwy.
47 Corridor StUdy, the City is taking the appropriate action to bring about improvements to
this corridor in the manner prescribed by Mn/DOT. This action includes application for
funding for signalization at the intersections of 142nd and #47 and Xkimo and #47 in
1997.

Recommendation'

The Planning Commission and City Staff recommend site plan approval.
