CONSIDER ADOPTION OF T.H. #47 CORRIDOR STUDY
By: Steve Jankowski, City Engineer

Notification:

Notification that this case would be considered at tonight's meeting was mailed to all property
owners along the study route.

Background:

In the fall of 1995, the City initiated a corridor study along T.H. #47 in response to concerns
raised over existing congestion, and increasing traffic caused by development. Along with the
City, both MnDOT and Anoka County participated in the study. The study received input from the
public at an informational meeting held on January 17, 1996, a workshop session held in March
1996, and a formal public hearing held on March 26, 1996.

Since the March public hearing, the consultant has reviewed the comments made both by the public
and the other participating governmental agencies and revised the plan in response to them. Copies
of this revised plan have been made available to the public at City Hall and the local library and
were distributed to Councilmembers at the July 9, 1996, meeting. In addition, a special meeting
was held with the residents of the_ 149th Avenue neighborhood on August 1, t996, to respond to
their concerns regarding the possibility of their properties being eventually acquired.

It is important to note that this study is not intended to be a programmed schedule for highway
development, but rather a basis for guiding development as it occurs. In the long run, the
effectiveness of this study will be determined, to a large extent, on how consistently the City
implements its recommendation on development issues.

Recommendation:

It is staff's recommendation that the City Council adopt this plan as a component of the City's
Comprehensive Plan.

Council Action:

Motion to adopt the T.H. #47 Corridor Study as a component of the City's Comprehensive Plan.

Reviewed by:

City Engineer

CC: 08/13/96

Copies also distributed to:
City Administrator

/jmt
