CASE <br /> <br /> PROPOSED CHARTER AMENDMENT <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />Council is reminded of the recent discussion and proposal by the Charter Commission to make the <br />Mayoral term in Ramsey one of four years, effective with the election in the year 2000. Upon that <br />recommendation, Council determined that an advisory election on the issue may be useful. <br /> <br />The Charter Commission, at their last meeting, did not agree with this approach. Instead, they <br />have passed upon a motion directing that a binding question be placed on this years ballot, any <br />change from which would occur with the election in the year 2000. Attorney Goodrich has <br />provided some direction on the matter pursuant to the attached memorandum. It is my <br />understanding from this memorandum and discussions with Attorney Goodrich that, as recently <br />discussed relative tO the recent referendum question, Council now has the charge to pass upon the <br />language that will be placed on the ballot.
