I
I
I
I
I
I
I
I
I
I
I
I
I
I
!
I
I
I
I

Ms. Frolik waS not certain that it had changed as in 1981, the code read this way.

Mr. Plessel reit that the City has lost income somewhere and they are trying to hit people
like him up foi' more money.

Marilyn Wyait, 15001 Ramscy Boulevard N.W., Ramsey, stated she has been living in
Ramsey sincei1976. She informed Council that she had called City staff when they were
going to mov~ their commercial truck to their home. They have a privacy fence and they
were planning to build a garage. They were informed by staff that they couldn't build a
garage.

Don Godden, 19027 - 176th Avenue N.W., Ramscy stated he has been out searching for
other places to park his semi-trailer. All the places have told him they do not want the
lability. He d!d find a place for $60 a month and it's on a dirt lot. He stated he cannot
afford vandalism.

Steve Sipe, 15;401 Ramsey Boulevard N.W., Ramsey, inquired why this has come about
ali of a sudden. He inquired what the object was, the reason, and the goal and asked if it
was so the Cit~ could obtain more cash.

Mayor Hardin assured him it was not the cash. He explained that throughout the years,
there have been several complaints pertaining to code enforcement. These complaints
precipitated thor use of an intern to do a City sweep to enforce the code.

City Administrator Schroeder stated that we are enforcing all codes relating to aesthetics on
the properties, such as vehicles, weeds, etc. We have been getting an increasing number of
complaints. Cbuncil put together a task force to deal with these complaints and that we
should also be ~working with the property owner. He added that money has nothing to do
with it.

Mr. Sipe stated that he had been sent a letter telling him to remove his vehicle from his
property or to get a conditional use permit. He inquired what he is supposed to do at this
point.

Mr. Schroeder ~tated that is the reason staff is approaching Council on this issue - staff,
too, wants to know how to proceed.

Mr. Sipe hopefl that the decision could be made this evening. He added that his
commercial vehicle is his livelihood and that he has a wife and three children to support.
He stated that he moved to Ramsey for this reason but added that Maple Grove did not give
him such a prol~lem. He added that he received a permit to build a pole barn to store his
vehicle in.

Councilmember Zimmerman told the residents present that he appreciated them coming to
give their opinion and added that he knows they have to work hard for a living. He added
that he realized that they came to Ramsey to be out farther and felt that if their neighbors did
not have a problem with their commercial vehicle, then he did not either. If the neighbors
do not object to ~ CUP, then he would vote for it.

Ms. Frolik stated there are a couple of people who have paid the $375 for the CUP process
and are awmt~ng, their case to come before Council.

Councilmember Peterson suggested he would like to rework the code.

Councilmembe(Beyer inquired why someone would get tagged as violating the code if
they have their vehicle stored inside. She added that she also did not like the idea that
someone was tol8 they could not build a garage.

City Council/June 27, 1995
