! <br />! <br /> <br />CASE <br /> <br />SUBURBAN RATE AUTHORITY MEMBERSHIP <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />Recently, the Co.u~..cil authorized a contribution to the League of Minnesota Cities in support of an <br />effort to secure ciOes authority over their rights of way. As a result of that contribution (or at least <br />the request from the LMC) the Suburban Rate Authority has offered the City of Ramsey and others <br />a free membershi~ in their organization through June 30, 1997. Apparently, annual dues that we <br />would otherwise pay would be $1,200 in 1996. <br /> <br />Enclosed is information about the SRA. Basically, they are a municipal watchdog group which <br />monitors activitiesiat the Public Utilities Commission and elsewhere that impact utility payments by <br />consumers, our constituents (they do not bother with water or sewer rates). While at Robbinsdale, <br />I was a boardmember for three or four years and felt that the annual municipal contribution had a <br />commensurate val~te. <br /> <br />If Council is interested in a trial membership, their resolution is enclosed. As part of that action, <br />the Council would !aeed to appoint a board member and an alternate.
