I
I
I
I
I
I
I
I

Case

AWAR!D BIDS FOR THE CONSTRUCTION OF CITY WELL NO. 3
By: Steve Jankowski, City Engineer

Background:

On July 23, 1996, the City Council authorized the solicitation of bids for the construction of Well
No. 3, the first well to be constructed in the planned west well field. In preparing the
specifications for this well, it was recognized that Well No. 3 alone would not likely be adequate to
provide the entire water supply necessary to meet the rapidly expanding demand for water. The
table below is a brief summary of the City's water utility supply.

Ramsey Water Utility
Raw Water Sources

Source (GPM) MGal/Day

System Capacity with
Source Out of Service
0VIGal/Day~

Well No. 1 1000 1.44 2.72
Well No. 3 1000x 1.44 2.72
City of Anoka 7002 1.00 3.16
Well No. 2 200 0.28 3.88
Total 2900 4.16

~Anticipated capacity
2Maximum allowed by agreement with the City of Anoka.

The peak day waterpumpage this past summer has been 2.4 million gallons, which compares with
the forecasted 1996 summer demand of 2.8 million gallons. The mid-summer 1997 peak day
demand is fotcast to be 3.5 million gallons. If any three of our four City sources would become
inoperable, the utility would be unable to meet 1997 peak demand, even with the addition of Well
No. 3. It is possible that Well No. 3 may produce more than the desired 1000 gpm, or that
forecasted growth ma, y not materialize, in which case the deficiency may not occur. Nonetheless,
it would appear prudent to anticipate constructing Well No. 4.

The engineer. . prepar'~xt specifications such. that the City could "lock-in". a price on this additional
well if desrred. Therefore, the attached b~d includes the constmcnon of a second well, however,
the specifications all~>w the City to terminate after the construction of Well No. 3.

This project represertts only the construction of.the well itself. We currently anticipate a second
contract including the well house and connecting watermain plans to be finished and bid in
October. Better cost .comparison against the total project budget of $400,000 can be made at that
time.

Bids were received on Friday, August 16, 1996, from five contractors. A summary of the bids are
provided below and a copy of the complete bid tabulation is attached.
