'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br />AUTHORIZE BUDGET AMENDMENT FOR ACCEPTANCE OF EMS GRANT <br />AND PI)RCItASE OF AUTOMATIC DEFIBRILLATOR DEVICE AND <br />TRAINING FOR THE POLICE DEPARTMENT <br /> <br />By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />Officer Tim DWYer, in conjunction with Emergency Medical Services Council, has gained <br />approval for a $4,000 grant offered through the Anoka County Public Health Department. <br />The grant, whiCh is awarded to one applicant per year, is for the purchase of and training <br />for use of an automatic defibrillator device for the Police Department. <br /> <br />The grant was awarded to the City of Ramsey this year and was based on our submission <br />of call recordsl The grant will cover the initial cost of the defibrillator, the first year <br />funding for replacement purposes, and the necessary training for our officers. <br /> <br />This device is z. arried in a patrol vehicle and is used, in conjunction with cardiopulmonary <br />resuscitation [CPR] to "restart' a heart that is in fibrillation. It requires a minimal amount <br />of training and 'is one additional tool the officers have at their disposal for first responder <br />care of persons having coronary problems. <br /> <br />The Police Department will try different options for ensuring it is available to all shifts. <br />These options Will range from having selected shifts bring it out from the office at the start <br />of a shift to kegping it in one vehicle at all times. According to our current fixed asset <br />records, this will be our only device of this type and it should be anticipated that there will <br />be future requests for these devices, from both the Police and Fire Departments. <br /> <br />As of the writing of this case we are surveying other communities to determine the number <br />of defibrillators~they might have and where these devices are assigned [i.e.: Police and/or <br />Fire]. It is anticipated that this information will be available for release at the Finance <br />Commitlee meeting. <br /> <br />The cost breakdown that would be allocated to the grant is as follows: <br /> <br />Automatic Defibrillator and accessories <br />First year replacement funding [10 yr life] <br />Training ;costs <br /> Orant Funds Required <br /> <br />$3,384.86 <br /> 338.49 <br /> 210.00 <br /> <br />$3,933.35 <br /> <br />The $4,000.00 ~ant will cover all of the costs associated with the first year but will still <br />require a budget amendment. <br /> <br /> <br />
