I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # z~ <br /> <br />1997-2002 PARKS CAPITAL IMPROVEMENT PROGRAM <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br />The adopted budget calendar shows receipt of the requested 1997-2002 Parks CIP by the Finance <br />Committee on August 27, 1996. Earlier this month, the Park and Recreation Commission <br />approved the attached Five-Year CIP. That case is enclosed in its entirety, including a draft cash <br />flow projection for the Landfill Trust Fund, using the proposed park improvement expenditures. <br /> <br />Notification included a public hearing in June, Commission discussions in July and August, as <br />well as requests for comment in two issues of the Ramsey Resident newsletter. <br /> <br />Observations: <br />The Park and Recreation Commission has amended the CIP based on the results of the joint <br />meeting with City Council on July 11, 1996. As you see, the emphasis of the Landfill Trust <br />Fund's interest earnings is community parks. At the joint meeting, the Council and Commission <br />agreed that park dedication dollars, when available, be directed to neighborhood improvements, <br />including trail connections to community parks. <br /> <br />In a related matter, at the regular Commission meeting in August, staff was directed to request <br />that the City Council schedule a joint workshop in early September. The Commission felt that it <br />would be a benefrt to conduct a "traveling" workshop to several prominent park destinations to <br />gauge developmen~t status.
