1997 METROPOLITAN LIVABLE COMMUNITIES PARTICIPATION
By: Ryan R. Schroeder

Background:

Enclosed is the resolution, passage of which will sign Ramsey up for 1997 in the Metropolitan
Livable CommunJ~ties Program. As Council is aware, to date, we have passed upon housing goals
and an action plan that is put into place to achieve those goals. In return for the above, Ramsey is
eligible to co~pete for a pot of $11 million in contamination cleanup and
rehabilitation/redevelopment funding. While we may or may not go after some of these funds, and
even if we do we may not receive any funding, at least we have that opportunity to compete. The
downside of program participation is that we may not meet the target housing goals previously set.

In order to accept any part of the $11 million available in this funding cycle, the Met Council has
added a new wrinkle. That is that we have to dedicate some funding for housing assistance,
development or rehabilitation. The ACCAP housing rehab program would qualify towards this
purpose. Our funding requirement would be in the amount of $9,732. This would only need to
occur if funding is :sought and received from the funding pot.

Council Action:

Motion to adopt Resolution g96-08- electing to continue participating in the Local Housing
Incentives Account' Program under the Metropolitan Livable Communities Act.

Reviewed by:

City Administrator
Finance Officer

CC: 08/27/96
/jmt
