I I I I I I I I I I I I I I I I I I I Councilmember introduced the following resolution and moved for its adoption: RESOLUTION g96-09-__ RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT PROJECT //96-04 (SEALCOAT AND CRACK FILL FOX RIDGE ESTATES 1ST AND 2ND ADDITIONS) WHEREAS,I by a resolution passed by the City Council on September 9, 1996, the City Administrator was directed to prepare a proposed assessment of the cost of street improvements to Fox Ridge Estates 1st and end Additions; and WHEREAS, the City Adminisu'ator has notified the City Council that such proposed assessment has been completed arid filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as folIows: 1) That a public hearing shall be held on October 8, 1996 at 7:00 p.m. at the Ramsey Municipal Center, to pas~ upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2) 3) That the City Administrator is hereby directed to cause a notice of the public hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and ha shall state in the notice the total cost of the improvement. He shall also. cause mailed notice tO be given to the owner of each parcel described in the assessment roll not less than two weeks prior' to the hearings. That the owner of any property so assessed may, at any time prior to certification of the assessment by the County ~uditor, pay the whole of the assessment of such property, with interest accrued to the date of pay~t~ ent to the City, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. The owner may at any time, thereafter, pay to the Cityi the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 o~ interest will be charged through December 31 of the succeeding year. The motion for the adol~tion of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following were absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9th day of September, 1996.
