Cotmcilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> RESOLUTION g96-09-m <br /> <br />RESOLUTION CJiLLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT <br />FOR IMPROVEMENT PROJECT//96-08 (SEALCOAT AND CRACK FILL WOODLAND <br />GREEN ADDITION) <br /> <br /> WHEREAS,. by a resolution passed by the City Council on September 9, 1996, the City <br />Administrator was di~,,ected to prepare a proposed assessment of the cost of street improvements to <br />Woodland Green Addition; and <br /> <br /> WHEREAS, Se City Administrator has notified the City Council that such proposed assessment <br />has been completed anti filed in his office for public inspection. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA! COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That a public hearing shall be held on October 8, 1996 at 7:00 p.m. at the Ramsey '.Municipal <br /> Center, to pass [upon such proposed assessment and at such time and place all persons owning <br /> property affected by such improvement will be given an opportunity to be heard with reference to <br /> such assessmefft. <br /> <br />2) <br /> <br />That the City Administrator is hereby directed to cause a notice of the public hearing on the <br />proposed assessment to be published once in the official newspaper at least two weeks prior to the <br />hearing, and heishall state in the notice the total cost of the improvement. He shall also cause <br />mailed notice to !be given to the owner of each parcel described in the assessment roll not less than <br />two weeks priorrto the hearings. <br /> <br />3) <br /> <br />That the owner of any property so assessed may, at any time prior to certification of the assessment <br />by the County &uditor, pay the whole of the assessment of such' property, with interest accrued to <br />the date of payment to the City, except that no interest shall be charged if the entire assessment is <br />paid within 30 days from the adoption of the assessment. The owner may at any time, thereafter, <br />pay to the City ihe entire amount of the assessment remaining unpaid, with interest accrued to <br />Dex~mber 31 of[the year in which such payment is made. Such payment must be made before <br />November 15 or interest will be charged through December 31 of the succeeding year. <br /> <br />The motion for the adopOon of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following were absent: <br />and the following abstained: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9th <br />day of September, 1996. <br /> <br />ATTEST: <br /> <br />Mayor <br /> <br />City Administrator <br /> <br /> <br />
