I I I I I ;I I I ! I I I I I I I I Councilmcmber introduced the following resolution and moved for its adoption: RESOLUTION #96-09-__ RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSME? IMPROVEMENT iPROJECT #96-13 (SEALCOAT AND CRACK FILL BOWER'S DRiN WHEREAS, by a resolution passed by the City Council on September 9, 1996, the ~ Administrator was directed to prepare a proposed assessment of the cost of street improvements to Bow Drive; and WHEREAS, ~the City Administrator has notified the City Council that such proposed assess:: has been completed and filed in his office for public inspection. NOW THEREFOI~E, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) 2) That a public ihearing shall be held on October 8, 1996 at 7:00 p.m. at the Ramsey MunJ_ Center, to pas~ upon such proposed assessment and at such time and place all persons property affected by such improvement will be given an opportunity to be heard with reference such assessment. That the City Administrator is hereby directed to cause a notice of the public hearing on proposed asseSSment to be published once in the official newspaper at least two weeks prior to hearing, and hr shall state in the notice the total cost of the improvement. He shall also mailed notice tO be given to the owner of each parcel described in the assessment roll not less. ti two weeks prior to the hearings. ~ 3) That the owner of any property so assessed'may, at any time prior to certification of the assessm, by the County/~uditor, pay the whole of the assessment of such property, with interest accrue~ the date of paytnent to the City, except that no interest shall be charged if the entire assessme~ ' paid within 30 {lays from the adoption of the assessment. The owner may at any time, thereaft pay to the City the entire amount of the assessment remaining unpaid, with interest accrued December 31 of the year in which such payment is made. Such payment must be made befc November 15 or interest will be charged through December 31 of the succeeding year. The motion for the adoPtion of the foregoing resolution was duly seconded by Councilmember __ and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following were iabsent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9tt September, 1996.
