I I I I I Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #96-09-__ r RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT !PROJECT #96-14 (SEALCOAT AND CRACK FILL THE EAST HALF OF SECTIONS 34 AND 35, SOUTH OF STATE TRUNK HIGHWAY #10) WHEREASt by a resolution passed by the City Council on September 9, 1996, the City Administrator was directed to prepare a proposed assessment of the cost of street improvements to the east half of Sections 34 arid 35, south of State Trunk Highway # 10; and WHEREAS,the City Administrator has notified the City Council that such proposed assessment has been completed ~d filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That a public'rhearing shall be held on October 8, 1996 at 7:00 p.m. at the Ramsey Municipal Center, to paSs upon such proposed assessment and at such time and place all persons owning property affecCd by such improvement will be given an opportunity to be heard with reference to such assessmont. 2) That the City iAdministrator is hereby directed to cause a notice of the public hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and h~ shall state in the notice the total cost of the improvement. He shall also. cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prk~r to the hearings. That the owner of any property so assessed may, at any time prior to certification of the assessment by the County Auditor, pay the whole of the assessment of such property, with interest accrued to the date of pa ~y~nent to the City, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. The owner may at any time, thereafter, pay to the Ci~ the entire amount of the assessment remaining unpaid, with interest accrued to December 31 o~f the year in which such payment is made. Such payment must be made before November 15 dr interest will be charged through December 31 of the succeeding year. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following were absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9th day of September, 1996.
