CASE <br /> <br /> REQUEST FOR SITE PLAN APPROVAL; <br />CASE OF CASEY'S GENERAL STORES, INC. <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Casey's General Stores, Inc. has submitted a site plan for the development of a 2,720 <br />square foot convemence store on Lot 1, Block 4, Sunfish Square. The following items are <br />enclosed for your haformation: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br /> Site location map <br /> Site plan <br />iLetter from Anoka County dated August 27, 1996 <br /> City Staff review letter dated August 30, 1996 <br />Draft Planning Commission meeting minutes dated September 3, 1996 <br />~Proposed development perm2t <br /> <br />Notification: <br /> <br />Site Plans are nq>t required to be subjected to public hearings2 However, it was thofight that <br />this proposal needed a reszoning from B-1 to B-2 in order to accommodate gas sales~ The <br />public hearing Was advertised and Staff attempted to notify all residents in Sunfish Square <br />of the proposal t*or a convenience store and the need for a rezoning. (As it turns out, the <br />City zoning map!is in error and the parcel is already zoned B-2, so the rezoning process did <br />not go forward beyond the public hearing; but the neighborhood should be aware of the <br />project by vkme of the hearing notice that was sent out.) <br /> <br />Observations: <br /> <br />The facility is pr°~Posed to have one access from Industry Avenue and one access from <br />Sunfish Lake Blv~t. The access on Sunfish Lake Blvd. has been aligned with the access to <br />Ramsey Athletic Club on the west side of Sunfish Lake Blvd. Anoka County recommends <br />no access onto Coj)nty Road #116. The City Engineer recommends retaining it in the plan <br />but relocating it to 1he eastern property line to minimize interference with a future right turn <br />lane on #116. Theaccess onto #116 will also be necessary to accommodate delivery of gas <br />and merchandise by tractor-trailers as these 'vehicles are too large to enter the property, <br />make their deliveries, turn around and exit at the same acces, s point. <br /> <br />The exterior finish on the building is proposed to be brick. The project also meets City <br />Code requirements-for lot coverage, setbacks, design and number of off-street parking <br />spaces and driveways, screened waste enclosure, lighting, landscaping and screening. <br /> <br />The site plan does need to be modified to identify handicap parking spaces and handicap <br />ctzrb cuts at locations, where the curbing intersects the bituminous path along Sunfish Lake <br />Blvd. and Industry .Avenue. The City Engineer has also requested more detail on the <br />Grading and Drainage Plan; there will have to be a detention pond behind the store or a <br />storm pipe placed to existing detention ponds on the adjacent outlot. <br /> <br />The Planning Commission reviewed the site. plan on September 3. <br /> <br /> <br />
