,I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> <br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION g96-09-__ <br /> <br />RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR <br />IMPROVEMENT I~ROJECT g95-18 (EXTENSION AND CONSTRUCTION OF SANITARY <br />SEWER AND WATERMAIN TO RIVER/47 PLAZA ADDITION) <br /> <br /> WHEREAS, b.y a resolution passed by the City Council on September 9, 1996, the City Adnfinisn'ator <br />was directed to prepare, a proposed assessment of the cost of the extension and construction of sanitary sewer and <br />watermain to River/47 Plaza Addition (Improvement Project it95-18); and <br /> <br /> WHEREAS, :the City Administrator has notified the City Council that such proposed assessment has <br />been completed and fil6d in his office for public inspection. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That a public he3ring shall be held on October 8, 1996 at 7:00 p.m. at the Ramsey Municipal Center, to <br />pass upon such proposed assessment and at such time and place ail persons owning property affected by <br />such improvement will be given an opportunity to be heard with reference to such assessment. <br /> <br />2) <br /> <br />That the City Administrator is hereby directed to cause a not/ce of the public heating on the proposed <br />assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he <br />shall state in the notice the total cost of the improvement. He shall also cause mailed notice to' be given to <br />the owner of eadh parcel described in the assessment roll not less than two weeks prior to the'hearings. <br /> <br />3) <br /> <br />That the owner 6f any property so assessed may, at any time prior to certification of the assessment by the <br />County Auditor~ pay the whole of the assessment of such property, with interest accrued to the date of <br />payment to the City, except that no interest shail be charged if the entire assessment is paid within 30 days <br />from the adopti6n of the assessment. The owner may at any time, thereafter, pay to the City the entire <br />amount of the a.qsessment remaining unpaid, with interest accrued to December 31 of the year in which <br />such payment is'tmade. Such payment must be made before November 15 or interest will be charged <br />through December 31 of the succeeding year. <br /> <br />The motion for the adopiion of the foregoing resolution was duly seconded by Councilmember <br />upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and <br /> <br />and the following voted against the same: <br /> <br />and the following were absent: <br /> <br />and the following abstained: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9th day of <br />September, 1996. <br /> <br />ATTEST: <br /> <br />Mayor <br /> <br />City Administrator <br /> <br /> <br />
