I I I I I I I I I Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #96-09-__ RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT !PROJECT ~)5-19 (EXTENSION OF SANITARY SEWER AND WATER TO THE DEAL INDUSTRIAL PARK) WHEREAS,!by a resolution passed by the City Council on September 9, 1996, the City Administrator was directed to prepale a proposed assessment of the cost of sanitary sewer and water improvements to the Deal Industrial Park; and WHEREAS, the City Administrator has notified the City Council that such proposed assessment has been completed and filed ~n h~s office for pubhc mspectaon. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) 2) 3) That a public hearing shall be held on October 8, 1996 at 7:00 p.m. at the Ramsey Municipal Center, to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. That the City Administrator is hereby directed to cause a notice of the public hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he shall state in He notice the total cost of the improvement. He shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. That the owner of any property so assessed may, at any time prior to certification of the assessment by the County Auditor, pay the whole of the assessment of such property, with interest accrued to the date of payment to the[City, except that no interest shall be charged if the entire assessment is paid within 30 days from the adopOon of the assessment. The owner may at any time, thereafter, pay to the City the entire amount of the ~sessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember upon vote being taken thereon, the following voted in favor thereof: and and the following voted against the same: and the following were :absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9th day of September, 1996.
