Title: Consider Award of Contract for City Improvement Project 10 -25; the Bituminous Paving of Chameleon Street Background: A petition was received from 12 of the 20 property owners having frontage on Chameleon Street on February 2, 2010 for the bituminous paving of Chameleon Street, between 173rd Ave and 176th Lane, in the Shawn Acres subdivision. This petition was received by the Council on February 23, 2010, and a feasibility study was ordered. The feasibility study was completed and discussed by the Public Works Committee on June 15, 2010. The public hearing for the project was held by the City Council on August 24, 2010, and the project ordered on October 26, 2010. At the time the project was ordered one change was made to the feasibility study, which was to apply a single assessment share to the property at 17310 Chameleon Street due to the combination of two separate parcels into one (the Council agreed to cover the single share that was eliminated from the assessment roll). Council authorized the solicitation of bids on June 14, 2011, and they are scheduled to be opened on July 8, 2011. Observations: The project is proposed to grade and pave a 28 foot wide road centered within the existing 66 foot right of way. The pavement section will consist of six inches of class 5 granular base, two inches of bituminous base course, and 1.5 inches of bituminous wear course. This project will also include the grading of ditches alongside the roadway and new culverts will be placed beneath each driveway. Storm water improvements will direct drainage to discharge into utility easements dedicated on the plat or as acquired. Recommendation: Bids are scheduled to be opened on Friday July 8th, and will be forwarded to the Council under separate cover. Staff will review the bids and make a formal recommendation at the July 12, 2011 meeting. Funding Source: The total cost of the project is estimated to be $336,000, and is anticipated to be financed as follows: • $149,000 City General Fund (includes asmt. for Shawn Acres Park, and additional share for lot combination) • $51,000 Storm Water Utility • $136,000 Property Assessments Council Action: Motion to award a contract for City Improvements Project # 10 -25; the Bituminous Paving of Chameleon Street, to XXX in the amount of $XXX.
