CC Regular Session <br />Meeting Date: 07/12/2011 <br />By: MaryJo Warner, Engineering /Public <br />Works <br />Title: <br />Report from Public Works <br />Background: <br />The Public Works Committee met on June 21, 2011 and discussed the following four cases. <br />Case #5.1 Consider Using Pavement Reinforcement Systems on Overlay Projects <br />5. 8. <br />Public Works Supervisor Riemer reviewed what reflective cracking was and how pavement reinforcement worked. <br />Staff has been in contact with a manufacturer for more information on their products. The purpose is to extend our <br />maintenance intervals and save money on future maintenance <br />Consensus was reached to have a representative give a presentation to the Public Works Committee. <br />Case #5.2 Consider Policy on Turf Establishment Related to City Improvement Projects <br />City Engineer Himmer reviewed the staff report and suggested a policy be drafted defining topsoil. <br />There was discussion that the residents be informed of the seed mixture and they can opt out of using the City's <br />mixture if they choose. <br />Case #5.3 Consider Policy for Importing Material into the COR <br />City Engineer Himmer reviewed in his staff report that it was the direction of the HRA to generate an import policy <br />based on design efforts that would guide the procurement of import materials, testing and placement. <br />There was discussion that the school is offering some material, but the City cannot place it where it's needed until it <br />is through the WMO process, which could take a year. Staff explained the wetland in the northwest corner is <br />widening and a new permit is needed for the mitigation. <br />Motion to recommend the HRA check with the school for their plans on material and to move forward with the <br />WMO process. <br />#5.4 Review Summary of Proposals for Profession Engineering Services and Development of a Consulting <br />Pool <br />The Committee discussed that Public Works Director Olson and City Engineer Himmer meet to discuss their <br />preferences. Interviews will be conducted with several candidates they agree on and a recommendation could then <br />be brought to the Council. <br />The recommendation will be made at the July 12 Council meeting. <br />Staff Input <br />Chairperson McGlone stated Councilmember Tossey will relinquish his role on the Public Works Committee to <br />Councilmember Backous. <br />
