Ms. Frolik suggested a designated place on I-~ghway #10 for P, xmsey area advertisements. <br />Chakperson Bawden stated that good signs are 100 percent better than the billboard style. <br /> <br />Comm;~ioner Holland asked for clarification of conctition ~4. Ms. FroI]k explained that condition <br />g4 was for verific~on purposes. Commissioner Holland stated that he would not like less than what <br />was shown in the drawing at this meeting. Ms. l~rolik added that this still requires' City Counc[I <br />approval. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden. Commissioners Deemer, :rensen, Holland, <br />LaDue, Terry, a~d Thom& Voting No: None. Absent: None. <br /> <br />Request for a Conditional Use Permit for a Personal Communication Service <br />Tower; Case of American Portable Telecom <br /> <br />Zoning Administrator Sylvia Frolik explained that this was a request for a conditional use permit to <br />construct a 165 foot lattice tower. She added that the tower would be on a 50' × 50' section of the <br />subject property. Ms. Frol~ stated that the site operations include a maximum of six 5' x 3' x 3' <br />equipment cabinets placed on a 10' x 20' cement pad. She explained that the tower and cabinets wilt <br />be encompassed vhth an eight foot high chain ILuk fence topped with three strands of barbed wire. <br />Ms. :Frolik stated that the site and access to it will be prepared with a gravel surface and there will <br />be no personnel stationed at the site. <br /> <br />Commisdoner Jensen a.~ed if the tower would be freestanding with no cables. Mr. Dyer replied <br />affirmatively. <br /> <br />Chairperson Bawden asked if this tower was for cellular telephones. Mr. Dyer expiated that this was <br />a new technology that operated digitally rather than analog. <br /> <br />Commissioner Thomd asked ffthis would create any interference to residents. Mr. Dyer explained <br />that it would not. Ms. l~rolik stated that she received information 5om the league of 1W_mnesota cities <br />confirming that this was low power wattage. <br /> <br />Commissioner Jens'en claxified that there would be concrete with a chain link fence around it. Mr. <br />Dyer explained there would be a total of four equipment cabinets. <br /> <br />Commissioner .Ten.mn asked about maintenance regarding landscaping. Mr. Dyer explained that the <br />outsides of the cement will be rocked, so there will probably not be a problem with weeds. <br /> <br />Commissioner LaDue asked where American Portable Telecom was based. Mr. Dyer explained that <br />they have an office in Bloomington, and a headquarters in Chicago, Illinois. Commissioner LaDue <br />asked if there will be more towers in the area.
