I
I
I
I
I
I

do speed studies~ We found that the 85 percentile was less than 35 mph. Some were doing in
excess but the highest speed was 34 mph. People felt more comfortable knowing that. Oftentimes
speed is perceive3 faster than it is. We also noticed that when kids were present, the speed was
slower. We are t~;ying to rent a unit from Brooklyn Center which displays what speed people are
going at and belc~w is posted the speed limit. It also provides a report back on the number of
vehicles travelin~in a particular period and what their speeds are. This may be a good location to
do that in and to be able to let the people know the results. Lowering speed limits - State law does
not permit that wt~th the exception of school zones and alleys.

Andries t-Iillebregt, 16926 Bison Street NW, Ramsey: We are talking about closing up a road.
Our time is being~wasted. The residents here want Bison paved and 171st opened. Things were
going fine. There is only one person making a big deal of this.

Resident: You get what you pay for in Ramsey. Give them this cul-de-sac. If it's not broke - do
not fix it. Open ~171st - leave things open. You will make all happy with the exception of one
family.

Mayor Hardin: How many people here want to see 171st open? (show of hands) - [the majority of
hands were raised]. Closed? (show of hands) - [very few].

Dan Lund, 7900 - 168th Lane NW, Ramsey: Will we be opening Bison into 168th?

Mayor Hardin: We are here to discuss options.

Dan Lund, 7900 - 168th Lane NW, Ramsey: Is that an option - to open Bison to 168th?

Tim Dusbabek, 7821 - 171st Avenue NW, Ramsey: Propose to leave 171st open for emergency
vehicles is to neg[te an open end of Bison.

Mayor Hardin: Reason is to talk about I71st. We invited other neighborhoods to receive other
input. Tonight's meeting is not to specifically talk about opening Bison - the reason is to talk about
171st.

Dan Lund, 7900 - ,168th Lane NW, Ramsey: Close the street - leave Bison alone. I am fine with
that.

Randy Keyser, 16967 Bison Street NW, Ramsey: Presented the Recording Secretary with a
petition demanding that 171st Avenue be reopened immediately. Such petition is incorporated in
the minutes as Ex~ibit "C". Also presented is a letter opposing the closing of 171st from Kim
Sandoz, 17210 W,~illemite Street NW, Ramsey. Such letter is incorporated in the minutes as
Exhibit "D". Tim ~usbabek wanted Bison as a through street so he could have 171st closed off
because of the traffic. If all of Bison would have been paved, maybe everyone would be happy.
But now it will cost me more money than in the beginning. He opened his mouth and you
(Council) listened.

City Administrator Schroeder: That's his right - you have an opinion and Tim has an opinion.

Randy Keyser, 16967 Bison Street NW, Ramsey: We did not get included in that. Now it will
cost me more money.

Tony Keyser, 16967 Bison Street NW, Ramsey: In the beginning, this road was open. Then
hardly anyone harassed him (Dusbabek). Now he's complaining he's being harassed. If he
would have kept his road open it would have been better. We have lost property to make that road
and now he's closir~g that road and using it as a playground. Now my bus has to drive all the way

Bison/171st Neighborhood Meeting/September 11, 1996
Page 5 of 8
