INTRODUCTION <br /> <br />The feasibility study for this project was petitioned by three of six property owners which <br />comprise the Haubrich Addition. Certification of this petition was passed by the City Council on <br />April 25, 1995. The purpose of this study is to determine the feasibility and associated costs for <br />the extension of municipal sewer and water utilities to the existing six lots of the Haubrich <br />Addition. Appendix A contains an exhibit illustrating the benefitted area and identifying the <br />property owners. The improvements anticipated by this project would include sanitary sewer, <br />watermain, sewer and water services, concrete curb and gutter, bituminous sweet replacement, <br />storm sewer, tuff restoration and street lights. <br /> <br />DESCRIPTION OF EXISTING CONDITIONS <br /> <br />At the present time, the Haubrich Addition consists of six platted lots, five of which are presently <br />developed with single family homes. A sixth lot is vacant. As a result of the extension of sanitary <br />sewer and water service to the Ramsey Elementary School and the Fox Knoll Addition, it is <br />anticipated that a twelve-inch watermain will be constructed along the north side of 151st Lane <br />fi-om County Road #5 through to the western end of the plat, and that sanitary sewer will be <br />extended from the Fox Knoll Addition would be available at the western end of the Haubrich pla[ <br />The five existing residences are currently served by private wells and individual septic systems. <br />The street serving Haubrich Addition consists of a 30-foot roadway with a bituminous curb. <br /> <br />DESCRIPTION OF IMPROVEMENTS <br /> <br />As described above under the description of existing conditions, it is anticipated that a twelve-inch <br />watermain will be extended behind the northern curb line of 151st Avenue to service the Fox Knoll <br />development. This watermain will be available to provide water service to existing and future lots. <br />An eight-inch sanitary sewer will be extended from the western edge of the plat down the center of <br />151 st Avenue up to County Road #5. A total of 23 service laterals for sewer and water will be <br />stubbed to the property lines for the existing five residences and also for 18 future home sites. The <br />number of future lots was determined by the maximum number of lots that could be created within <br />current zoning guidelines, taking into account side yard setbacks from existing dwellings and <br />property lines. If the project proceeds to design, individual property owners will be contacted to <br />deterrrdne the preferred number and locations for service laterals. Storm water will be collected by <br />two catch basins which will be installed in the low point of 151st Avenue, approximately 500 feet <br />west of County Road #5. These catch basins will be directed northward, through a 15dnch pipe to <br />a low-lying area located within an existing drainage and utility easement located in the northeast <br />corner of Parcel E. This natural low area may be excavated to meet the requirements for <br />sedimentation. A tufted swale overflow from the sedimentation pond will be constructed through <br />the 40 foot drainage and utility easement along the northern boundary of Parcels E and F, where it <br />will discharge into a large wetland body. <br /> <br />Following construction of the underground utilities, the street will be paved with two inches of <br />bituminous pavement over a four-inch gravel base. The width of the road will be 30 feet between <br />flow lines of surmountable concrete curb and gutter which will replace the existing bituminous <br />berm curb. Disturbed areas behind the curb will be restored with a minimum of four inches of top <br />soil, fertilizer, seed, and mulch. Driveways will be neatly saw-cut and replaced in-kind with the <br />existing material. Street lights will be placed down 151st Lane at approximately 250 to 300 foot <br />intervals. <br /> <br />ESTIMATED COSTS <br /> <br />The project is summarized in Table I below. An itemized breakdown of the construction costs are <br />presented in Appendix B.
