This process is governed by Minnesota State <br />Statute 429. In !~ddition, Ramsey City Charter provides that no project which is to be special <br />assessed be ordez~ed until a period of 60 days has elapsed following the close of the public hearing. <br />The City Charterialso provides that if a majority of the benefitted property owners, in this case four <br />properties, petition against the project, the Council cannot order the project. If no such petition <br />against the proje~ is received, the City Council may at its discretion order the project, which could <br />be anticipated to l~roceed on the schedule as outlined below: <br /> <br />Hold public h~aring <br />Initiate proje~ by ordering plans and specifications <br />Approve plang and specifications and set bid date <br />Award projec! b.y change order <br />Begin constmcnon <br />Complete construction <br />Hold assessment hearing <br />First payment~due with real estate taxes <br /> <br /> July 25, 1995 <br /> September 26, 1995 <br />October 10, 1995 <br /> October 10, 1995 <br />October 11, 1995 <br /> November 15, 1995' <br /> January 1996' <br /> May 1997 <br /> <br />*Weather permitt~g. Final turf restoration, curb and gutter and bituminous paving may be delayed <br />for spring completion in May 1996. The assessment hearing will be held as soon as actual f'mal <br />project costs are ~known.
