I I I I I I I I I I I I I I I I I I I PROJECT PROCEDURE AND SCHEDULE This project will ibc undertaken and financed through the process which allows municipalities to special assess prgperties for public improvements. This process is governed by Minnesota State Statute 429. In !~ddition, Ramsey City Charter provides that no project which is to be special assessed be ordez~ed until a period of 60 days has elapsed following the close of the public hearing. The City Charterialso provides that if a majority of the benefitted property owners, in this case four properties, petition against the project, the Council cannot order the project. If no such petition against the proje~ is received, the City Council may at its discretion order the project, which could be anticipated to l~roceed on the schedule as outlined below: Hold public h~aring Initiate proje~ by ordering plans and specifications Approve plang and specifications and set bid date Award projec! b.y change order Begin constmcnon Complete construction Hold assessment hearing First payment~due with real estate taxes July 25, 1995 September 26, 1995 October 10, 1995 October 10, 1995 October 11, 1995 November 15, 1995' January 1996' May 1997 *Weather permitt~g. Final turf restoration, curb and gutter and bituminous paving may be delayed for spring completion in May 1996. The assessment hearing will be held as soon as actual f'mal project costs are ~known. A spring consmaction completion could delay the assessment hearing until June 1996. Revised 7-7-95 135
